Allagui, 24, signed a three-year contract through the 2012-13 season, with an option for a fourth year.
"Sami Allagui is a striker who, with the quality of his finishing and his approach work, and his understanding of the game, will add an extra dimension to our squad," Mainz sporting director Christian Heidel said.
Allagui played 81 times for Greuther and Carl Zeiss Jena in the Bundesliga 2. He had 30 goals and 18 assists in league play, and two goals and one assist in DFB Pokal Cup matches.
